Co-located BESS initiative for RE generators under existing APDISCOM PPAs
Expression of Interest (EOl) from Renewable Energy Generators having existing PPAs with AP DlSCOMs for installation of Co-located Battery Energy Storage systems (BESS) at their RE project sites in Andhra Pradesh.

Objective:
AP DISCOMs have long-term Power Purchase Agreements (PPAs) with several Renewable Energy (RE) developers in the State, many of whom hold vacant land at or adjacent to their generating sites.
Co-locating a Battery Energy Storage System (BESS) at such existing RE plants allows the battery to be charged directly from the co-located RE source, improving charging efficiency and round-trip economics, avoiding network charging losses, and deferring transmission/distribution augmentation, while firming up renewable supply and supporting peak management.
Co-located BESS commissioned on or before 30 June 2028 and connected at the same substation as the RE project are also eligible, subject to conditions, for the Ministry of Power's 100% waiver of inter-State transmission (ISTS) charges where the stored energy is consumed outside the State.
This EoI is issued in line with the APERC (Battery Energy Storage Systems) Regulations, 2025 and the objectives of the AP Integrated Clean Energy Policy, 2024 (target of 25 GWh of storage by 2029).
Through this EoI, APPCC seeks to gauge the interest, readiness and indicative commercial expectations of existing RE generators to install co-located BESS. This is a market-discovery exercise only; it does not constitute a tender, RfS or offer.
Scope and Minimum Technical Requirements:
Eligible RE Generators shall propose installation of a co-located BESS at their existing RE project site meeting the following minimum requirements:
- Minimum BESS power capacity: 50% of the installed RE capacity (i.e. X MW for a project of 2X MW).
- Minimum discharge duration: 4 hours at rated power (i.e. X MW / 4X MWh).
- The BESS shall be charged primarily from the co-located RE source; grid drawal for charging, where permitted, shall not exceed the limit prescribed under applicable regulations.
- Interconnection at the same pooling substation / bus as the existing RE plant, at the appropriate voltage level (e.g. 33 / 132 / 220 kV) as applicable to the plant.
- Minimum round-trip efficiency, capacity maintenance and augmentation to sustain the contracted MWh through the engagement period.
- Separate ABT-compliant metering for BESS charging and discharging, and real time data/telemetry to APSLDC/SCADA.
- Compliance with CEA (Technical Standards for Connectivity) Regulations, IS/IEC standards, and applicable fire-safety and environmental norms.
